Federico Minelle graduated in Physics at “Sapienza” - Rome University, discussing his master’s degree thesis on an Artificial Intelligence (AI) research project. He immediately joined the Operations Research group in Olivetti & Co, Ivrea, Italy, mostly involved with manufacturing processes optimization. Afterwards, for more than 40 years he consulted in Business Organization, Information Systems and Project Management.
Previously as partner of Accenture and then as senior partner of Italian consultancy firm PRS - Planning, Ricerche e Studi, he managed and monitored significant projects in several industries, mainly in Engineering & Construction (manufacturing and nuclear power plants, transportation infrastructures), Government (digital innovation and process reengineering), Publishing (newspapers & magazines).
Recently retired, he taught for more than 20 years Business Information Systems in the Computer Science Dept. of “Sapienza” - Rome University, where he taught Project Management & Systems Implementation for the academic post-graduate program in ICT Governance and Audit. At the same time, he taught similar topics to Government officers attending SNA (National Public Administration School) courses.
In the late ’70 he was co-founder of AICE (Italian Association for Economic Engineering), member of ICEC (International Cost Engineering Council).
Federico has authored several papers and seminars on Cost/Benefit analysis for ICT Government projects and on PMO functions in ICT organizations. In the early 1990s he co-authored 2 books on strategies and management of Engineering & Construction business, edited by the relevant Italian Industry Associations, while more recently he contributed to the “Guidelines for Quality ICT Procurement”, edited by the Italian Government Agency for ICT, and to the book “Project Life Cycle Economics”, edited by M. Pica (Gower, 2015).
He was Editorial Director and then Scientific Director of the Italian journal “Il Project Manager”, developing a fruitful cooperation with the PM World Journal. Just after retiring at mid-2022, he was enrolled in the Scientific Council of the same Italian journal, where he continues to write editorial notes, papers and book reviews.
He also is an honorary member of ISIPM (Italian Institute for Project Management).
Federico has managed previous Italian research on Project Management Maturity, sponsored by ISIPM in 2010, according to the Prado 1.0 model. Afterwards, he was the Scientific Director of the ongoing ISIPM-Prado® Maturity research on Project Management in Italy.
In 2018 Federico has been appointed as an International Editorial Advisor for the PM World Journal (PMWJ) and by extension for the PM World Library. Now Federico has also been appointed Honorary Industry Advisor of PM World Journal.
