This study proposes an OE system consisting of nine categories in three hierarchies: project management, program management and portfolio management. Firstly, OEs for project management include standardized supporting processes, standardized executing guidance, well-defined responsibility system, and mature organizational structure. Secondly, OEs for program management include an established management paradigm and flexible execution structure. Thirdly, OEs for portfolio management are shared organization culture, organizational identification and self-organized organization. This OE system, comprehensively clarifies the framework of OEs in the Chinese context.
