Russia's invasion of Ukraine in February 2022 has resulted in immense destruction and human suffering. Most modern democracies have rallied to Urkaine's defense, providing military support and humanitarian aid to both refugees fleeing the war as well as those defending the country. Massive investments in thousands of projects will be required to rebuild Ukraine, in turn requiring project management knowledge, information and support. The international community can provide much of that expertise and support, both directly and indirectly. Reconstruction is already beginning, but will accelerate when the war ends, assuming a Ukrainian victory. As with all large programs and projects, thorough planning is essential. This section of the PM World Library is intended to support the rebuilding of Ukraine with information that might be useful to those engaged in such programs and projects.
Damage to Ukraine from the War with Russia
According to the Kyiv School of Economics in February 2024, the total amount of direct documented damages inflicted upon Ukraine’s infrastructure due to the full-scale invasion by Russia as of January 2024 stands at $155 billion (at replacement cost). This data is from the analysis of the project “Russia will pay” realized by the KSE Institute team (think tank of the Kyiv School of Economics). The Kyiv School of Economics (KSE) conducts such an assessment with the Ministry for Communities, Territories and Infrastructure Development, the Ministry of Health, and the Ministry of Economy in cooperation with other relevant ministries and the National Bank of Ukraine. The increase in the total amount of damage is due to a growth of damaged and destroyed infrastructure, housing, industry, energy, education, and healthcare facilities. Reconstruction of Ukraine: Finland’s national plan, part one (2023) - A plan for Finland's participation in the reconstruction of Ukraine drawn up by the Ministry for Foreign Affairs together with the Ministry of Economic Affairs and Employment, Ministry of Finance and business stakeholders. The plan focuses particularly on financing and advisory services relevant for Finnish companies needed to enable them to participate in this reconstruction project with an extremely large scale in terms of the required financing and time span. The plan describes the needs and international organisation of reconstruction in Ukraine as well as proposes financing solutions for Finnish companies’ market surveys, search for partners, export financing as well as investments.
