 Yanping Chen, MD, PhD, PMP, PMI Fellow is President and CEO of The University of Management and Technology (UMT) in Arlington, Virginia, USA where she is directing an accredited higher education institution with more than 6,000 students enrolled annually in various undergraduate, graduate and doctoral programs.  Since 1998, more than 25,900 students from 87 countries have studied at UMT and more than 15,000 students earned their degrees from UMT. During 1992-98, she was President and CEO of Yankee Clipper Group, Arlington, VA, USA, directing Yankee Clipper’s training and consulting operations.  The company provided more than fifty management training programs in the US and overseas with more than 30,000 participants. During1987-1992, she was a Visiting Scholar and The George Washington University and an International Fellow at the Smithsonian Institution in Washington DC, USA as a leading China space program and policy expert.

She was previously Director, Planning and Management, Astronaut Center of China (former China Institute of Space Medico-Engineering), China (1983-87) where she directed planning activities for the Chinese Astronaut Program to carry out more than 200 multi-year concurrent programs.  During1977-83, she was a Medical Scientist at the Astronaut Center of China (former China Institute of Space Medico- Engineering) where she was involved with cardiovascular research to establish Chinese astronaut selection and training standards. She was a clinical Cardiologist in China from 1972-77.

She has been active in the Project Management Institute (PMI) since 1990. She served as PMI volunteer lead for China during 1992-2000; Deputy Director, PMI Certification Committee, 1993-96; member of PMI R.E.P. Advisory Group, 2001-04; PMI Board of Directors, 2005-10 (Vice Chair in 2008); Chair of PMI Task Force of Future Board Profiles (2006-07) and PMI Core Values (2009), Director of PMI Task Force on PMI CEO Search (2010); PMI Certification Governance Council, 2011-16 (Chair in 2014-15); and Director of the PMI Global Accreditation Center, 2017-22 (Chair in 2019-20).  She was named a PMI Fellow in 2012.

Dr. Chen is a member of the Coalition for Student Opportunity & Success, and the President & CEO Forum, Distance Education Accrediting Commission. During 1983-87, she was Executive Director (appointed) of China Life Science Association; China Space Medico-Engineering Professional Association; China Space Life Science Professional Association; and China Professional Association for Standards of Man-Machine-Environment Systems Engineering.

Awards have included International Fellow, Smithsonian Institution, USA (1991-92); Member, Founders Association of International Space University, USA (1991); University Fellow, The George Washington University, USA (1990-91); Fellowship, International Space University, USA (1990); Fellowship, International Center of Science and Technology Policy, The George Washington University, USA (1988-90); and numerous research awards in China in 1980s.

Publications include books (Data Analytics in Project Management, Edited by Seweryn Spalek, 2019; Principles of Contracting for Project Management, Authored by Yanping Chen and J. Davidson Frame ,3rd ed 2016, 2nd ed. 2007, 1st ed., 2003), several papers on project management, and scholarly papers in international space policy and cardiovascular research papers.
