Access to new resource related to public private partnerships added to PMWL

20 February 2022 – Almaty, Kazakhstan – Access to a new resource has been added to the PM World Library (PMWL) related to Public Private Partnerships. The new resource is titled “New modern approaches to PPP in Kazakhstan”.
The government will have to build new modern approaches to PPP. This was stated by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev during a meeting with business representatives, after January Tragedy. The President said that responsibilities, risks and income should be balanced between the initiators and the government. “The government will have to build new modern approaches to PPP,” said Kassym-Jomart Tokayev. Earlier, he stated that the Government should conduct an analysis of the fulfillment of investment obligations. The President said that in modern conditions, when the struggle for foreign investment has intensified, we need to rely much more on domestic reserves.
In addition, it was highlighted that it is necessary to strengthen anti-corruption control in the field of public-private partnership. The government should consider a radical update of the PPP law. In July 2019, Kazakh President Kassym-Zhomart Tokayev said that "the idea of PPP has been discredited." The state undertook to reimburse businesses for investment costs for projects in the amount of 90% of their total cost. At the same time, the total cost of projects concluded under PPP terms is about 1.6 trillion tenge, which is equivalent to 12.6% of the republican budget revenues for 2019.About 30% of the payments of all obligations are due in the coming years.
