Access to new resource related to public private partnerships added to PMWL

4 March 2022 – Almaty, Kazakhstan – Access to a new resource has been added to the PM World Library (PMWL) related to Public Private Partnerships. The new resource is titled “Development of Public-Private Partnership in the Republic of Kazakhstan ”.
This article raises the issue of the development of public-private partnership in Kazakhstan. The authors consider foreign experience in analyzing the effectiveness of PPP as well as study models and classifications of public private partnership. The research examines the stages of development of PPP in the country and analyzes their features. The case study “Construction and operation of outpatient facilities for 500 visits per shift in Kostanay city” is a concession project and is cited as an example of a successful PPP project in the construction field which is aimed to improve the health of citizens of Kazakhstan.
In this work, methods of induction, deduction and statistical equations were used to identify the effective selection of PPP projects. This analysis takes into account the influence of factors in such areas as economics, finance and politics to automate the performance indicator of public-private partnership projects in the main sectors of the development of the innovation sector of Kazakhstan. The authors came to the conclusion that Kazakhstan's experience in the field of PPP is at the development stage and suggest introducing performance indicators for PPP projects based on an analytical hierarchy, as well as taking into account economic and financial performance indicators.
